The starting point - the European processes of EQF and ECVET
Strategic aims of processes, which own so illustrious names like Bologna, Copenhagen and Lisbon, are to establish a European area of education and labour. This objective is connected with the concept of Life-Long-Learning that will ensure recognition and sustainable applicability of all learning outcomes a person have acquired during its life.
In line with this strategy the core issues are named with vertical and horzontal recognition and permeability.
The European commission launched two frameworks concerning these issues in 2008, EQF and ECVET (see documents below).
The EQF recommendation has lead to national initiatives for developing NQfs. This procedure is ongoing and far advanced. However the ECVET recommendation has been on the status of a framework yet. A brief overview should ease the understanding of the core areas PROMETEUM deals with.
Current instruments for transnational recognition are based on the construct 'Zones of Mutual Trust (ZMT)'. ZMTs are bilateral partnerships for negotiation of learning agreements and recognition of learning outcomes.

The current issues are to find eligible methods to make as well the learning agreements as the assessment of learning outcomes more transparent. Affected is also step 4 due to the required level based assignments of credits. In other words needed are applicable instruments to make step one to step 4 in the picture above more effective and efficient.
According to our opinion within the partnership methods of competence description have to be analysed and compared to find similarities and differences.
Based on SWOT analyses of the three selected approaches the partnership will give recommendations for practices and instruments to optimize the processes of recognition.

PROMETEUM is financed by the European Commission. The duration of the project is two years (Aug 2008 to July 2010).
